Policy Director

Missouri Health Care for All (MHCFA), a non-partisan, faith and community-based grassroots movement committed to securing access to affordable, high-quality health care for all Missourians is seeking a full-time Policy Director to further Missouri Health Care for All’s mission & grassroots impact in state health policy.

Location: This position will be based in Jefferson City to best represent MHCFA’s mission, work with elected officials, attend stakeholder and coalition meetings, and work with regulatory agencies and departments. There will be periodic statewide travel. Some trips will require an overnight stay.

About the Organization: Missouri Health Care for All was founded on the principle that every Missourian should have access to quality affordable health care. We work with faith communities, community groups, people who need health care, and grassroots supporters statewide to advocate for these principles. Currently, we are implementing an aggressive three-year strategic plan with a broadened policy agenda including: expanding Medicaid, preventing cuts to current services, identifying and exposing gaps in non-emergency medical transportation, strengthening consumer protections around provider networks, passing robust rate review, and building our movement so that it is strong and sustainable for the years to come.

We have a staff of five full-time individuals plus dedicated volunteers, interns and organizing fellows, with offices in St. Louis, Springfield, Joplin and Poplar Bluff.

About the Job:

Reporting to the Executive Director, the Policy Director is a member of the MHCFA’s senior leadership team and will spearhead MHCFA’s efforts to advance our policy agenda by planning and implementing legislative and advocacy campaigns, analyzing and drafting policy proposals, lobbying state and local officials, preparing and presenting testimony, building coalitions, and engaging MHCFA supporters.

The Policy Director will advance MHCFA’s policy priorities by managing relationships with coalition members, elected officials, regulatory department heads, and other health policy stakeholders. The Policy Director will be responsible for developing these relationships, educating elected officials on MHCFA’s health policy priorities, representing MHCFA and the grassroots community at hearings, developing model legislation, and tracking key health policy developments, trends, challenges and opportunities at the local, state and federal level.

This position will work closely with the Executive Director and Deputy Director to coordinate our policy priorities with our grassroots strategies. This position will require a non-traditional schedule, including extended days in Jefferson City and weekend and evening meetings.

We are looking for a flexible, detail-oriented, passionate and personable candidate to strengthen the work of our growing organization and represent the grassroots movement within the state capitol.

Major Responsibilities:

  • Inform MHCFA’s grassroots strategy through information gathered from policymakers, staff and allies
  • Track, research evaluate and lobby on pending health-related legislation
  • Cultivate relationships with key policymakers and their staff
  • Develop draft legislation and amendments to further MHCFA’s policy priorities
  • Draft effective policy and advocacy materials, including talking points, issue briefs, testimony, action alerts, and press statements
  • Speak at public forums, conferences and meetings, as well as to the media
  • Assist in the implementation of the MHCFA’s three-year strategic plan
  • Represent MHCFA in broader statewide networks and coalitions
  • Identify and communicate opportunities for grassroots pressure to influence health policy
  • Prepare consumers and other grassroots leaders to present testimony to further MHCFA’s health policy agenda
  • Present testimony on behalf of MHCFA when appropriate

Qualifications:

The ideal candidate will have the following skills and experiences:

  • Deep commitment to Missouri Health Care for All’s mission of health care for all, and a belief in the power of grassroots advocacy.
  • Bachelor’s Degree required; graduate level degree in public policy, political science, social work or law is strongly preferred
  • Knowledge of legislative and regulatory processes and political landscape in Missouri
  • Eligible to register as a lobbyist
  • 2 years of experience in grassroots organizing, campaigns, legislative affairs or advocacy (paid, volunteer, school or practicum experience considered)
  • Experience drafting and analyzing legislation and regulations
  • Ability to build relationships across the political spectrum
  • Commitment to the highest ethical standards of lobbying and professionalism
  • Experience building relationships with volunteers, coalition partners and public officials
  • Superior communication and analytical skills
  • Proven ability to effectively managing multiple projects in a fast-paced and constantly changing environment
  • Value differences of race, ethnicity, age, gender, sexual orientation, religion, ability and socio-economic circumstance
  • Excellent analytical skills and the ability to understand complex subjects and translate those to diverse constituencies

The right candidate will have the skills to serve effectively as a Policy Director AND a strong belief in and commitment to grassroots movements.
